I have the honour to inform Your Excellency
that the Committee of the Eyre Diocesan Refuge met on the 30th.
ultimo and agreed to gratefully accept the use of the Belilios
Reformatory as offered by Your Excellency subject to the
approval of the Secretary of State.
They are advised by those qualified to
judge that there is at the present time no scope for a Refuge
for European woman of bad character, consequently the Committee
propose to utilise all the space for Chinese women and girls
as it is only just sufficient for those waiting admission.
When in your opinion the need arises for a refuge for European
women of that class the Committee will gladly confer with Your
Excellency as to the erection of a new wing for the purpose.
